In 2015, the long standing confederate flag was removed from the state house after the racially motivated slayings in Charleston by Dylan Roof. However, in less prominent cities such as Greenwood and Walhalla, the fight over the flag continues, now citing the South Carolina Heritage Act to keep the flags in tact.
The act, which was put into place nearly 15 years ago requires two-thirds vote to make any change to a historical monument, or in this case, the lowering of the flag. Last year, House Speaker Jay Lucas said he would not allow any exceptions or changes to the Heritage Act to come up for consideration.
