Understanding the Laurens Road “TIF”

“How can we help Laurens Road reach its full and best potential?”

That’s the question posed by District 4 City Councilmember Will Brasington, explaining the City of Greenville’s new public-private partnership to redevelop 223 acres along Laurens Road without raising your taxes.

On Monday, Dec. 9, city council gave final approval to a tax increment financing (TIF) district to support the development of Laurens Road’s east side from Haywood Road to Verdae Boulevard.

How does it work?

Property values will go up with this redevelopment which means property taxes will be higher generating more revenue for the City of Greenville. When that happens, the property tax revenue will be broken into two streams:
  • Half will go to the developer, Verdae Development, Inc.
  • Half will go to the City of Greenville, Greenville County, and the Greenville County School District

Meet Bailey Estates

United House of Prayer Church wants to build a two-story, multi-family development next to its West Greenville church.

Bailey Estates is a proposed 55,000-sqft, 76-unit building on 3.3 acres between Perry Avenue and Pendleton Street (where the former Kash + Karry was located).

The plans will go before Greenville’s Design Review Board on Thursday, Dec. 19.

Civic

The City of Greenville will sell The American Legion property at the corner of Academy and North Main to the same developer purchasing the municipal courthouse property. The American Legion Post 3 has met at that location since 1933, but the group says its needs have changed and is looking forward to moving. (The Post and Courier Greenville)

Development

The Woven development in the Village of West Greenville will receive tax incentives after Greenville City Council voted 4-3 to certify the property as an abandoned textile mill. The development is in the former Brandon Mill Textile area, and was granted income tax credits of 25% of the qualified rehabilitation expenses for the site. (Greenville Journal)

400. That’s how many parking spots will be in a West End parking garage on Howe Street. Greenville City Council gave initial approval to allocate $13.38 million from the city’s parking fund for the project, which will be designed and constructed by RocaPoint Partners (the developers of County Square).
